Nowack and Parnes promoted

Judith A. Nowack and Marvin G. Parnes will be promoted to assistant vice presidents for research.

Nowack serves as research policy adviser in the Office of the Vice President for Research (OVPR), and Parnes is assistant to the vice president for research. Their new appointments, effective Nov. 1, were approved by the Regents at their October meeting.

“These promotions result from a reorganization of the Office of the Vice President for Research, which has involved consultations with the provost, the past two vice presidents for research and other key faculty and administrators,” said Vice President for Research Homer A. Neal.

Nowack joined OVPR in 1986 as special assistant, coordinating the campuswide discussion on the Regental Research Policy on acceptable restrictions on research grants, contracts, and agreements. She also assisted in the development of the University’s academic integrity policy and revision of the intellectual property policy.

“As research policy adviser since 1987,” Neal noted, “she has monitored institutional accommodation to federal and state laws and regulations affecting research, and assisted in the development and implementation of University policies governing the conduct of research. “In her new role,” he said, “she will be centrally involved in promoting integrity in the conduct and administration of research.”

Parnes has served as the assistant to the vice president for research since 1988, “providing general administrative oversight and support to a host of activities related to the U-M research enterprise,” Neal said. He coordinates the allocation of University funds to seed new scholarly projects and address special needs in the research community.

Parnes, Neal added, “has been central to the reorganization of technology transfer activities as well as maintaining an active involvement in the relationship between research and undergraduate education and research and multiculturalism. He has served on countless University and community committees. In his new role, we believe that he will ensure a high standard of stewardship for the University’s research resources and provide significant administrative support to the scholarly mission of the University.”
