Regents’ Bylaw 14.06 Nondiscrimination statement now includes ‘gender identity and gender expression’
The Board of Regents approved the inclusion of the words “gender identity and gender expression” to Regents’ Bylaw Sec. 14.06 Nondiscrimination and Affirmative Action at the board’s Sept. 20 meeting.
The change extends the protection afforded by the bylaw’s nondiscrimination statement. Regents’ Bylaw 14.06 was last amended in September 1993 to include sexual orientation, guaranteeing that a student, staff or faculty member will not be discriminated against because he or she is lesbian, gay or bisexual.
U-M joins more than 90 other colleges and universities around the country that include phrases covering gender identity and gender expression in their nondiscrimination policies.
University spokesperson Kelly Cunningham said the regents’ decision reaffirms the University’s long-standing commitment to diversity and creating an environment where all feel welcome and safe.
UMHS Clinical Research to move
U-M’s General Clinical Research Center (GCRC) will relocate to the Cardiovascular Center next fall and the seventh-floor University Hospital space the center currently occupies will be reallocated to adult inpatient space. The Hospitals and Health Centers will fund the $6 million project that will build-out empty shell space in the new CVC to provide exam rooms, offices, conference rooms, reception and waiting areas, a kitchen, a research laboratory, exercise rooms and support spaces for the GCRC.
The architectural firm of Shepley Bulfinch Richardson & Abbott will design the project.
Bids to be sought for football practice facility
The regents approved issuing the indoor football practice facility for bids and awarding construction contracts. In July the board approved the schematic design for the new facility that will be erected along South State Street just south of Schembechler Hall. Funding for the $26.1 million project will be provided from Athletic Department resources and private gifts. Construction is scheduled to be completed in fall 2009.

Retirements
Elizabeth Allen, associate professor of nursing in the School of Nursing, effective May 31. She joined the University in 1976. In 1987, she was appointed by then-Gov. James Blanchard to the Agent Orange Commission. She spoke frequently about veterans and veterans’ issues, including post-traumatic stress syndrome and its effect on the families of black victims.
John Dann, director of the William L. Clements Library of American History and adjunct professor of history, LSA, effective June 30. Dann joined U-M in 1972. He brought to his directorship an extraordinary knowledge of the primary sources for American history. At least one-third of the library’s holdings are due to his acquisitions.
Barry England, associate professor of reproductive endocrinology, Department of Pathology, and research associate professor in the Reproductive Sciences Program, effective June 30. England joined the University in 1973. In 1997, he was appointed associate director of the Central Ligand Assay Satellite Services Laboratory of the NIH “Study of Women’s Health Across the Nation.”
Dr. David Hay Garabrant, professor of occupational medicine and professor of epidemiology in the School of Public Health, and associate professor of emergency medicine, Medical School, effective July 31. He joined U-M in 1988. His work in cancer epidemiology led to the recognition of exercise as a protective factor in the prevention of colon cancer.
Duane Kirking, professor of social and administration sciences in the College of Pharmacy, and research scientist in the School of Public Health, effective Aug. 31. He joined U-M in 1980. He was the first chair of the newly created Department of Social and Administrative Sciences in the College of Pharmacy and later named director of the Center for Medication Use, Policy and Economics.
R. Dale Lefever, assistant professor of family medicine, Medical School, effective June 30. He joined the University in 1978. Lefever was one of the founding faculty members in the newly created Department of Family Medicine. He was later appointed assistant chair for planning and program development. He filled a wide range of critical strategic planning.
Dr. John McGillicuddy, professor of neurosurgery and professor of orthopedic surgery, Medical School. He joined U-M in 1974. He has a worldwide reputation in brachial plexus and peripheral nerve surgery. His expertise led to the development of a pediatric brachial plexus palsy clinic, which is recognized nationally for its multidisciplinary care of children.
