State legislature approves $18.8 million additional appropriation for universities

State legislators last Friday resolved the remaining points of difference on how a projected $18.8 million in lapsed funds would be distributed. The recommendation will now be passed to the governor for his signature.

A conference report on the state appropriations, signed by Sens. Jon Cisky, R-Saginaw, and John J. H. Schwarz, R-Battle Creek, and Reps. Donald H. Gilmer, R-Augusta, and James McBryde, R-Mt. Pleasant, eliminated language that had recommended out-of-state students at Michigan’s public universities not exceed 30 percent.

Section 801, which replaces the recommendation, reads:

“The legislature recognized that a major obligation of the public universities is to provide undergraduate instruction to academically qualified citizens of this state. The public universities shall ensure that academically qualified Michigan residents are afforded the greatest opportunity to attend these institutions. Michigan residents shall comprise a substantial majority of each university’s undergraduate population. Further, the universities shall report to the chairpersons of the house and senate appropriations subcommittees on higher education annually regarding their efforts to comply with the requirements of this section.”

Morris D. Hood, D-Detroit, who introduced an amendment in March that would have withheld the U-M’s allocation of state funds because the University’s out-of-state student enrollment climbed above the 30 percent figure, objected vigorously to passage of the recommendation and did not sign the report.

The final higher education budget figures provide for a 3 percent increase for all three U-M campuses. Grand Valley State University, Michigan State University and Western Michigan University received the governor’s recommended increases of 6 percent, 7.5 percent and 7.8 percent, respectively.

Distribution of the expected lapsed funds, totaling $18.8 million, would not be available until after March 31.
