New parking structure, offices, transit center planned for Wall Street
A new 550-space parking structure will be constructed on Wall Street, expanding parking availability for faculty, staff and visitors in the area. As part of the project, an approximately 40,000 gross square-foot office building will be constructed adjacent to the structure that will house the University’s Business Engagement Center, as well as a small transit center to encourage bus ridership. Walker Parking Consultants and the S/L/A/M Collaborative will design the $48.6 million project that will be funded with Parking resources, Hospitals and Health Centers resources, and investment proceeds.
Law library elevatorsto be replaced
Two elevators will be replaced at the William W. Cook Legal Research Library. University investment proceeds will fund the $1.8 million project scheduled for completion in the spring of 2010.
HHC to create observation unit at Taubman Health Center
A new medical observation unit will be created at the Taubman Health Center. Approximately 7,200 gross square feet on the B1 level will be renovated to create the unit. The $5.9 million project will be funded from Hospital and Health Centers resources and is scheduled to be completed next summer.

Retirements
Janet Barnfather, associate professor of nursing in the School of Health Professions and Studies, U-M-Flint, effective June 30. She joined U-M-Flint in 1987. In April the Pi Delta Chapter of Sigma Theta Tau International recognized Barnfather with its Nursing Excellence Award. She has been recognized nationally for her significant contributions toward improving research in nursing and health care.
Douglas Foster, professor of obstetrics and gynecology, Medical School, professor of ecology and evolutionary biology, LSA, and research professor in the reproductive sciences program, Medical School, effective June 30. Foster joined the University in 1972. His research and training program in developmental reproductive biology focused on sexual differentiation of the brain and on the neuroendocrine timing of puberty.
Ada Sue Hinshaw, professor of nursing and former dean of the School of Nursing, effective May 31. She joined U-M in 1994. Hinshaw oversaw the implementation of the second career program, a pilot B.S.N to Ph.D program, and a revised baccalaureate curriculum. In 1999-2000, the research productivity of the faculty climbed to the highest in the school’s history.
Joan McGowan, associate professor of dental hygiene, School of Dentistry, effective Aug. 31. She joined the University in 1973. As a hygienist, she designed and implemented a topical fluoride program at a summer camp for tuberculosis-contact children. In her work in the School of Dentistry, she emphasized the development of students’ skills in health education, to pay special attention to the communities in which they practice.
William Mitchell, assistant professor of mechanical engineering in the College of Engineering and Computer Science at U-M-Dearborn, effective Aug. 31. He joined the University in 1961. He is one of the mechanical engineering department’s pioneer faculty members. He has been instrumental in developing curricula and laboratories in materials and manufacturing.
Vladmir Papitashvilli, research scientist, Department of Atmospheric, Oceanic and Space Sciences, CoE, effective Sept. 3. He joined U-M in 1994. Since his early days in Moscow, he has carried out his work in cold climates, from his first experimental and theoretical studies of electromagnetic properties of the permafrost sediments to his current management role as science director of the U.S. Amundsen-Scott South Pole Station.
F.J. Papp, professor of mathematics and statistics, College of Arts, Sciences, and Letters, U-M-Dearborn, effective April 30. He joined U-M in 1981. Papp’s interests include number theory, functional analysis, integral equations, and fractional calculus. For many years he was a consulting editor and editor for the American Mathematical Society’s Mathematical Reviews.
Willard Rodgers, research professor, Survey Research Center, Institute for Social Research, effective Aug. 31. He joined the University in 1969. From 2000-07, Rodgers was co-principal investigator of the Health and Retirement Study, a multimillion dollar longitudinal research project funded by the National Institute on Aging, and in 2007 he became a member of its steering committee.
Dr. Monica Starkman, associate professor of psychiatry, Medical School, effective Sept. 30. She joined U-M in 1972. Starkman is a leading researcher in the neurobiology of Cushing’s syndrome and depression. Her research has demonstrated and elucidated how the stress hormone cortisol adversely affects human brain structure, cognition and mood. Her studies shed light on the potential role of stress hormone elevation levels that frequently occur with aging, depression and Alzheimer’s disease.
Dr. Luke Tsai, professor of psychiatry and professor of pediatrics and communicable diseases in the Medical School, and research scientist in the Institute for Human Adjustment, effective Aug. 31. He joined U-M in 1988. He had key leadership positions in the Department of Psychiatry, including chief of the Child and Adolescent Service, director of the Development Disorders Clinic.
