The following items were approved by the regents at their May 17 meeting.
Med Sci lab to be updated
Third floor laboratory space in Medical Science Unit II will be renovated in order to attract new researchers for the Department of Human Genetics. The project, to be designed by the U-M Architecture, Engineering and Construction department and scheduled to be completed next spring, will include renovation of about 4,000 gross square feet of space. The Medical School will fund the $1.4 million project budget.
New elevators for Dental School
The original three elevators in the W.K. Kellogg Institute and Dental Building, built in 1969, will be replaced over the next two years. Additionally, the hoistway and machine room will be upgraded to meet current codes and standards. Investment proceeds will fund the $1.5 million project budget.
Flint residence hall to be bid
The regents authorized staff to issue the Flint Student Housing Facility project for bids and award construction contracts providing the bids are within the approved budget. At the April meeting, the regents had approved the schematic design for the new 310-bed facility. Construction is scheduled to be completed next summer.

Retirements, effective May 31
John Campbell, professor of political science in LSA, joined U-M in 1973. He is a distinguished scholar of comparative public policy with particular emphasis on Japan. Campbell was director of the Center for Japanese Studies from 1982-87.
Charles Cowley, professor of astronomy, LSA, joined the University 1967. He became one of the world’s experts on elemental and isotopic peculiarities in the spectra of stars and their implications for nucleosynthesis. Among his more than 220 publications is a textbook, Cosmochemistry.
Ellwood Derr, professor of music (theory) in the School of Music, Theatre & Dance, joined U-M in 1962. He has taught a wide range of undergraduate and graduate students of all musical backgrounds for more than 40 years. He is known for his familiarity with all repertoires.
Gary Fenstermacher, professor of education in the School of Education, joined the University in 1996. He is a philosopher of education whose research interests include the nature of knowledge and reason in teaching, the moral development of teachers and learners, and the politics of schooling and teaching.
Richard Ford, an Arthur F. Thurnau Professor, professor of anthropology, professor of botany, and curator of ethnology, joined U-M in 1969. He is one of the world’s preeminent ethnobotanists and has made immense contributions to the understanding of the ways in which native peoples of North America managed and utilized plants as food, medicine and cultural symbols.
Helen Harrington, associate professor of education in the School of Education, joined U-M in 1990. She has played a major role in the area of teacher education in the Educational Studies Program. She has developed key individual courses and provided guidance in the development of the teacher education programs.
William Kuhn, professor of atmospheric science in the College of Engineering, joined the University in 1967. His recent research has been devoted to studies of Earth’s climate dating back four billion years, and the current effects of changes in the amount of non-radiative gases in the atmosphere on temperature and the latitudinal temperature gradient.
Philip Meyers, professor of geological sciences and research scientist, Center for Great Lakes and Aquatic Sciences, LSA, joined U-M in 1972. His research focused on the organic geochemistry of marine and freshwater sediments. He published more than 200 papers in peer-reviewed journals.
Antoine Naaman, professor of civil engineering in the College of Engineering, joined U-M in 1983. His research has led to a U-M patent on a new fiber for use in cement and ceramic composites. He has chaired or co-chaired 32 doctoral thesis committees. He has twice received the American Society of Civil Engineers T.Y. Lin Award.
Fred Ormand, professor of music (clarinet) in the School of Music, Theatre & Dance, joined U-M in 1984. He has performed with several orchestras, including the Chicago Symphony Orchestra, the Cleveland Orchestra and the Detroit Symphony Orchestra. He founded and has toured with the Interlochen Arts Quintet and the Dusha Quartet.
Robert Payne, professor of zoology, Department of Ecology and Evolutionary Biology, and curator of birds, Museum of Zoology, LSA, joined U-M in 1970. His research focused on the social behavior and systematics of birds, especially of brood parasite species and their hosts. He conducted pioneering field studies for many years in Africa, Australia and North America.
David Rea, professor of geological sciences in LSA, joined U-M in 1975. His research focused on the plate tectonics of the Pacific Ocean, and then on tectonic history of the North Pacific Ocean. These studies contributed to the understanding of mountain uplift on three continents. He participated in 17 deep-sea research cruises, 10 as chief scientist.
Virginia Richardson, professor of education in the School of Education, joined the University in 1996. She is an internationally recognized scholar with expertise in teaching and teacher education, who has published widely in this field. She was recognized with the Lifetime Achievement Award from the American Association of Colleges for Teacher Education.
George Shirley, the Joseph Edgar Maddy Distinguished University Professor of Music and professor of music (voice) in the School of Music, Theatre & Dance, joined U-M in 1987. He is in demand nationally and internationally as a performer, teacher and lecturer. He has performed more than 80 operatic roles with many of the world’s renowned conductors.
Michael Wynne, professor of botany, Department of Ecology and Evolutionary Biology, and curator of algae,U-M Herbarium, LSA, joined U-M in 1976. He co-authored the standard textbook on the structure and reproduction of algae with Harold Bold. His labs were notable for his insistence on having students observe the actual organisms as fresh material.
William Zimmerman, professor of political science, research scientist, Center for Russian and East European Studies, LSA, and research professor, Center for Political Studies, ISR, joined U-M in 1964. He served as director of the Center for Russian and East European Studies, and associate dean for academic appointments in LSA, and was director of the Center for Political Studies.
