The following actions were taken by the Board of Regents at its Oct. 20 meeting held at U-M-Flint.
Schematic design for PML renovations
The Board of Regents approved the schematic design for renovations to create state-of-the-art research laboratory space for the new Michigan Memorial Phoenix Energy Institute. Approximately 25,000 gross square feet at the Michigan Memorial Phoenix Laboratory will be renovated. The exterior of the building will remain as it appears today, with the addition of new exhaust equipment on the roof. Two-thirds of the estimated $9.5 million project budget will be funded by the state through the Supplemental Capital Outlay Request, with the remaining money funded by U-M investment proceeds. Construction is scheduled to be completed in summer 2008.
Hospital to obtain new PET/CT scanner
The 4-year-old positron emission tomography/computer tomography scanner at the University Hospital will be replaced with a new higher-quality, more efficient scanner. Approximately 1,000 gross square feet of space on level B1 will be renovated to accommodate the new equipment. The Hospitals and Health Centers will fund the $2,970,000 project, which includes $2.5 million for the new scanner. Construction is scheduled to be completed this summer.
Steam equipment to be upgraded
Piping and equipment at the Central Power Plant will be reconfigured and upgraded to increase capacity for low-pressure steam, which is used to heat and cool Central and Medical campus buildings. Utility resources will fund the $800,000 project, which is expected to be completed in fall 2007.
Hospital ER to expand
Ten new patient bays will be added in the Hospital Emergency Department to increase capacity to meet increasing patient demand. A nurses’ station and other support space also will be added during the expansion project. Adjacent Radiology Department administrative space will be relocated to provide the expansion area. HHC resources will fund the $2.33 million project. The architectural firm Niagara Murano will design the project, which is expected to be completed in the spring.
Coleman increase approved
The Board of Regents approved a salary increase of 3 percent for President Mary Sue Coleman. At their meeting in June, regents reappointed Coleman for a second five-year period to begin when her contract expires July 31, 2007. At the time, they indicated they would set Coleman’s salary at a later date. The percentage of increase is in line with other faculty raises across the University for 2006-07. Coleman’s salary increases have ranged from 2 percent-3.5 percent each year. In 2003-04, she elected to forgo an increase because of budget constraints, and in 2004-05 she requested her increase not exceed 2 percent.

Retirements
Paul Peterson, associate professor of philosophy in the College of Arts and Sciences at U-M-Flint, effective June 30. He joined the University in 1969. Peterson served four separate terms as chair of the Department of Philosophy. He also directed the Summer Institute for Talented Students, and the Bachelor of Applied Sciences program. He was chair of the Ad Hoc Committee on General Education and guided an extensive reform of the general education program.
Dr. Raymond Ruddon Jr., professor of pharmacology and senior associate dean for research and graduate studies, Medical School, effective Sept. 16. He joined U-M in 1964. From 1986-90, he was associate director for basic science research at the Comprehensive Cancer Center. His research focused on the biosynthesis, assembly, folding and secretion of glycoprotein hormones. His lab was the first to demonstrate the folding pathway of a human protein inside an intact cell.
