Utility projects approved
The Board of Regents approved two utility projects—extension of utilities to the Thayer Building site and an underground duct for electricity and telecommunications to South Campus.
Utilities needed for the new 202 S. Thayer Building, including electricity, telecommunications, chilled and hot water and steam, will be provided through extensions of existing underground ducts and pipes. The project is estimated to cost $3.9 million, which will be funded by utilities and general fund resources. Cummins and Barnard will design the project.
Telecommunications, data network and power cables servicing portions of South Campus, which currently are routed above ground, will be relocated in underground concrete-encased ducts along Greene Street and Kipke Drive. The project will be completed this summer and is estimated to cost $750,000, which will be funded by ITCom and utilities resources.

Retirements
Dr. Norman E. Alessi, professor of psychiatry, associate professor of pediatrics and communicable diseases, and chief information officer for the Department of Psychiatry in the Medical School, effective March 25. Alessi’s work contributed to the University’s reputation as a leader and pioneer in the development of educational, clinical and research strategies. He was the original visionary for the American Academy of Child and Adolescent Psychiatry’s Web site and he founded the Psychiatric Society.
Frank E. Beaver, professor of film and video studies and professor of communications in LSA, effective Dec. 31, 2004. Beaver’s contributions greatly enriched the culture of film within the University, the Ann Arbor community and beyond. He authored numerous articles and reviews in professional journals and broadcast more than 700 film reviews and media critiques on Michigan Radio. Beaver is the recipient of numerous teaching awards and honors, including an Amoco Outstanding Teaching Award and an Arthur F. Thurnau Professorship.
E. Philip Howrey, professor of economics, professor of statistics and research scientist in LSA, effective Dec. 31, 2004. Howrey has made distinguished contributions to time series econometrics, forecasting and the analysis of aggregate business conditions. His research meshed contributions to econometric theory with applications to important issues in economic policy. Throughout his career, his research has addressed the problem of prediction of macroeconomic aggregates.
D. Eugene M. Silverman, clinical associate professor of pathology in the Medical School, effective June 30, 2004. Silverman has been instrumental in the successful recruitment of hospitals, clinics and physicians who utilize the professional laboratory services provided by the MLabs Outreach Program. He has served as director of many community hospital laboratories, and is a Hospital and Health Centers representative to the Joint Venture Hospital Laboratories program administered by the Michigan Health Corporation.
