New indirect cost rate for federally sponsored research
The University has recently completed its protracted negotiations with the Department of Health and Human Services (DHHS) regarding the indirect cost rate applicable to federally sponsored research projects for FY 1992-93. Effective immediately, the indirect cost rate applicable to all research proposals submitted to federal agencies is 52 percent. This negotiated rate replaces the 47.2 percent rate that was imposed unilaterally by DHHS.
Indirect cost recoveries on projects that have been awarded at the 47.2 percent rate will be limited to the dollar amount included in the award document. However, the indirect costs will be recovered at the 52 percent rate. Thus, for example, if a sponsored project budget included $47,200 in indirect costs on a $100,000 direct cost base, the indirect costs will be charged to the project at the 52 percent rate based on actual direct cost expenditures until $47,200 has been recovered.
Proposals submitted at the 47.2 percent rate but not yet awarded may be subject to negotiation with the sponsoring agencies, provided that such negotiations will not adversely affect the funds available for direct cost support. If, for example, a proposal subject to further negotiations includes $100,000 for direct costs (e.g. salaries, benefits, GSRAs, operating costs, etc.), an effort will be made to secure $52,000 in indirect cost support (rather than $47,200). This adjustment in indirect cost recoveries will not be made at the expense of direct cost support, however.
The 52 percent indirect cost rate will be applicable for the next three years—FY 1993, FY 1994 and FY 1995. However, tuition will be excluded from the base on which indirect costs are calculated in FY 1994 and FY 1995. Any proposal for federal agency funding in which the majority of funds will be expended in FY 1994 and beyond should use a modified total direct cost (MTDC) base that excludes tuition charges.
