The following actions were taken by the Board of Regents at its July 21 meeting.
Board committee chairs announced
Board of Regents Chair Olivia Maynard has announced the leaders of two board committees. The Finance, Audit and Investment Committee of the board will be chaired by Regent Rebecca McGowan, and the Personnel, Compensation and Governance Committee will continue to be led by Regent S. Martin Taylor. A regents bylaw revision adopted in 2002 calls for board members to serve on one of two standing committees.
More UMHHC units to KMS
The space U-M leases in the KMS Building on South State Street will be expanded to consolidate several Hospitals and Health Centers (UMHHC) administrative offices. The building currently houses many UMHHC offices with financial and business functions. After renovations next spring the Utilization Management Office will relocate from the Med Inn Building, the Insurance and Verification Call Center will relocate from the North Campus Administrative Complex and the Taubman Health Center, and the M-Learning office will move from Green Road. HHC resources will fund the $1.7 million project.
New allergy clinic to be created
The Department of Internal Medicine Division of Allergy will establish a new allergy clinic at Domino’s Farms. The project will involve renovating 7,800 gross square feet of leased space to provide exam rooms, waiting areas, offices and support areas. Additionally, the division’s offices and clinic in the Taubman Health Center, and a portion of the allergy clinics at the Briarwood Complex and Reichert Building in Ypsilanti, will be relocated to the new clinic. After the moves are complete this fall, the team will be able to expand clinical, educational, research and community services. The U-M Food Allergy Center, to be housed in the new clinic, is expected to become a regional referral site for adult and pediatric patients with food allergies. The vacated space in the Taubman Center will be programmed for increased activity in the Gastroenterology Division. The Hospitals and Health Centers will fund the $1.455 million project.
Iodination lab to move to MStores building
The Medical School Iodination Laboratory will move from the Michigan Memorial Phoenix Laboratory to the MStores building on Varsity Drive. Construction was approved by the regents for a 2,200-gross-square-foot facility, including lab space and areas for quality control and materials packaging and receiving. The Medical School will fund the $1.2 million project, which is scheduled to be complete in winter 2007.
Traffic improvements for hospital entrance
The main entrance loop at University Hospital will be expanded this summer from three to five traffic lanes to minimize vehicle congestion and improve patient pick-up and drop-off. Construction will be completed in phases in order to maintain access to the entrance. The HHC will fund the $850,000 project.
New golf course maintenance building
A larger maintenance and storage building will be erected at the U-M Golf Course following demolition of the existing shops building. A 5,500 gross-square-foot, pre-engineered metal building will more than double the existing workspace while providing improved storage areas. The Athletic Department will fund the $800,000 project, which is scheduled to be completed next spring.
Hartwig Building renovation moves ahead
The regents approved the schematic design for the renovation of the Marie Dorothy Hartwig Administration Building, home of the Athletic Department ticket office. The original portion of the building, erected in 1912, will be renovated and some upgrades will be completed in the 1985 addition. Renovations will include the restoration of many character-defining building features, and address deferred maintenance items and accessibility requirements. The Athletic Department will fund the $3.5 million project, which is scheduled to be complete in Fall 2007.
Three projects approved for bids, contracts
The regents authorized issuing three renovation projects for bids and awarding construction contracts. Bids will be issued for the renovation of the Ray Fisher Baseball Stadium and Alumni Field, projects that were approved by the regents in May. Both are scheduled to be complete in Winter 2008. The third project approved for bids is the renovation and 16,800-gross-square-foot addition to the Kelsey Museum in Newberry Hall. Construction is scheduled to be finished in Summer 2008.
Regents meetings scheduled for 2007
The Board of Regents 2007 meeting schedule provides for 11 monthly one-day meetings, which are returning to Thursdays from Fridays, and no meeting in August.
The committee meetings and informal sessions will take place on Thursday afternoons prior to the formal sessions. Public comments will begin immediately following the conclusion of the formal session.
The scheduled dates are Jan. 18, Feb. 15, March 15, April 19, May 17 (Dearborn campus), June 21, July 19, Sept. 20, Oct. 25 (Flint campus), Nov. 15 and Dec. 13.

Retirements
Burton Barnes, an Arthur F. Thurnau Professor, Stephen H. Spurr Professor of Forestry and professor of forestry in SNRE, effective June 30. Barnes joined the University in 1964. He applied substance and discipline to research and teaching in forest ecology and related areas. His research focused on the theory and application of the landscape ecosystem approach.
G. Fredric Bolling, professor of mechanical engineering in CECS at U-M-Dearborn, effective April 30. He joined the University in 1992. Bolling was the director of the Manufacturing Systems Engineering Program. He bolstered the manufacturing systems program and helped establish the engineering management and automotive systems engineering programs.
Edward Gramlich, former interim provost, the Richard A. Musgrave Collegiate Professor of Public Policy and professor of public policy in the School of Public Policy, and professor of economics in LSA, effective July 31. Gramlich joined U-M in 1976. Gramlich served two different terms as director of the Institute of Public Policy Studies (currently the Ford School). In 1997, he served as a governor of the Federal Reserve Board. He returned to the University in 2005 as interim provost and executive vice president for academic affairs.
Barbara Guthrie, associate professor of nursing in the School of Nursing, effective June 30. She joined U-M in 1989. Guthrie taught both undergraduate and graduate courses and received consistently high evaluations for her enthusiasm and expertise. She was a much sought out graduate student mentor. She has co-authored many publications and has been an invited speaker at several local and national conferences.
Thomas Lamb, research scientist and lecturer, Department of Naval Architecture and Marine Engineering, CoE, effective June 30. He joined the University in 1995. From 1996-2002, he was the head of the Marine Systems Division at the U-M Transportation Research Institute and director of the Naval Sea Systems Command Ship Production Science Program (NAVSEA). His research in the area of shipbuilding technology has been funded consistently by the Department of the Navy, the Office of Naval Research and NAVSEA.
Renate McLaughlin, provost and vice chancellor for academic affairs and professor of mathematics in the College of Arts and Sciences (CAS) at U-M-Flint, effective Aug. 31. She joined the University in 1968. She was a dedicated teacher and role model for women students of mathematics, teaching nearly every course offered by the math department. In 2005, the student government honored her by establishing the Renate McLaughlin Academic Achievement Award.
Dr. Amnon Rosenthal, professor of pediatrics and communicable diseases in the Medical School, effective June 30. He joined U-M in 1977, and served as director of the Pediatric Cardiology Division until 1997. He also was associate chair and director of clinical affairs in the Department of Pediatrics from 1989-92. His clinical interests have centered on the management, diagnosis and treatment of congenital heart disease. He has trained more than 40 fellows who have become leaders throughout the country.
Dr. Lloyd Straffon, professor of dentistry and adjunct clinical professor in the School of Dentistry, effective Aug. 31. He joined the University in 1967. He is a specialist in pediatric dentistry. From 1970-71, he was the first director of the new pediatric dental clinic at Mott Children’s Hospital. He held several leadership roles, including director of the graduate program in pediatric dentistry from 1990-93.
Darlene Van Tiem, associate professor of education in the School of Education at U-M-Dearborn, effective Aug. 31. She joined the Dearborn campus in 1996. She has developed and taught courses in the performance improvement and instructional design master’s degree program. She holds certification in integrated resource management and is a Certified Performance Technologist.
Gary Waissi, professor of operations research in the School of Management at
U-M-Dearborn, effective June 30. He joined the University in 1986. From 1995-98, he served as chair of the Department of Management Studies. He was interim dean of the School of Management from 1998-2000 and dean from 2000-2005. Under his leadership, the school developed a Web-based MBA curriculum, five new graduate degrees, 12 new program concentrations and international partnerships with universities around the world.
